If you’re on PC, there’s a mod that can fix that: http://skyrim.nexusmods.com/mods/6002 This mod will also give you a body if you look down in first person mode and will change the animations, removing the swords etc from being visible all the time, and your camera will move/bob more in first person, so… you may not want that. You can also modify the skeleton files manually to adjust the camera height, but you’ll have to redo it if you play a character of another race. I used to do this, and can’t remember the exact process, but it’s possible. I hated looking out of my Altmer’s chest.
