a light pillar is an atmospheric phenomenon created by the reflection of light – be it from the sun near the horizon, the moon (or even a distant planet), or artificial city lights – off millions of flat hexagonal plate shaped ice crystals, normally present only in the upper atmosphere, that have become horizontally aligned as they float in freezing cold air close to the ground.
